RE:   1996 National Convention - Proposed Amendments

Attached for your review are proposed amendments to the Fraternity's Articles of Incorporation, National Bylaws, Standard Chapter Articles of Association, Rituals, and Toast Song which were submitted to the National Office on or before September 28, 1996. Also for your review are the Long-Range Goals Report, Board Structure and Regional Alignment Report, and the proposed Risk Management Policy for the Fraternity; as well as those Resolutions submitted to date. Indicated in the attachments is the Convention Reference Committee to which each proposal has been assigned.

The following cities have been proposed as sites for the 1998 National Convention:

CHARTER REVOCATION
Further, pursuant to Article IX, Section 5 of the National Bylaws, the Convention will consider whether to revoke the charter of a Chapter for violation of the Fraternity's membership policies. The specific Chapter is Omicron Theta, Monmouth College, Long Branch, New Jersey.

There will be 15 Reference Committees at the Convention: National Organization I & II, Membership, Chapter Operations, Finance, Alumni, Service, Publication/Public Relations, Time & Place, Rules & Credentials, Nominations, Long-Range Planning, Awards & Appreciations, Leadership Development and Scouting Relations. No proposals have been assigned to more than one committee. All of the submitted proposals address significant questions that must be considered by the Convention.

Persons seeking an appointment to serve on or advise any Reference Committee should possess a balanced and objective perspective and be willing to hear all testimony before reaching a final conclusion. Active members wishing to chair or serve on committees should submit their preferences, along with alternatives and a short summary of their qualifications, to the appropriate Regional Director, who will submit his or her recommendations to the National Executive Director for consideration by the National Vice President and myself. Alumni members wishing to advise committees may provide the same information either directly to the National Executive Director or through their Regional Directors. There will be two orientation meetings on December 27, 1996. The first meeting will be for all persons assigned to the Reference Committees, and a second meeting for Reference Committee Advisors and Reference Committee Chairs.

Finally, I wish to point out that a number of Reference Committees will review the Fraternity's substantive national programs. In order to accomplish this mission, many of these committees will have little or no "legislative" responsibilities, although they will report directly to the Convention. This analytical function, which will provide direct input by students to our programs, is extremely important and will affect Alpha Phi Omega's ability to fulfill its basic purposes more than any other aspect of the Convention's agenda. These committees are: Membership, Finance, Alumni, Service, Publication/Public Relations, and Leadership Development.
